Reading the four roles

Don — Level 1

Gets the public version where one exists, and nothing else. No tear-line, no guidance, no signal that other tiers exist — including when there is no public version at all, where he simply sees that no information is available.

John — Level 3

Gets the law-enforcement version, a tear-line naming Level 1 (civilians, press) as ineligible, and the public wording he may use with them — or, where no public version exists, an explicit instruction to say nothing.

Agent Smith — Level 5

Gets the federal version, a tear-line naming Levels 3 and 1, and the separate versions cleared for each of them.

Director Chen — Level 7

Gets the full version, a tear-line naming Levels 5, 3 and 1, and the cleared version for every one of them.
